    Abstract

    This paper introduces a personalized knowledge portal based approach to information and knowledge integration and sharing which combines the strengths of the Semantic Web and the advantages of collaborative tagging. The approach enforces structures and semantics top-down via the use of ontologies and enables large scale knowledge creation and integration in a bottom-up fashion. We propose and design a system architecture for the realization of the approach. The architecture is applied to a desktop-based personal information management that further exploits a social networking environment for collaborative knowledge creation, integration and sharing. A prototype system is developed to demonstrate the proposed approach.
