Abstract
Commissioned by Save The Children Northern Ireland, this in-depth report explores a model of early child care and education which could be driven primarily by the needs of women to combine parenting with training and employment. It adopts a developmental systems approach to determining optimal intervention strategies which can cater for the needs of both children and their mothers.
