Abstract

Corporate Social Responsibility (CSR) is embedded in the United Nations Sustainable Development Goals This indicates the importance of the Social responsibility aspects of Highway construction contracts contributing to the decarbonisation agenda Social Clauses and CSR in the Highway sector has little published literature A structured survey collected data from all consultants and contractors awarded Highway Construction Design and Construction contracts in Northern Ireland with only one nonresponse Quantitative and qualitative data on existing social clauses from a consultant and contractor perspective was compared Findings indicate Government Social Clauses did not have a strong effect on decarbonisation thus it requires more work The impact of adding additional clauses from the EU Green Deal should be implemented alongside existing clause elements in both Bulgaria and the UK Differences in priorities from a consultant and contractor perspective were proven suggesting bespoke CSR clauses are required Case study indicate many positive requiring retention.

Dr. EurIng Robert Eadie is the Course Director for MSc Civil and Infrastructure Engineering at Ulster University. He holds a PhD in Art Design and the Built Environment with the topic being e-procurement in Construction. Additionally he holds a DHC from EPU in Bulgaria. His research of over 80 publications focuses on procurement and pedagogy. He spent 20 years in industry prior to moving into research implementing e-procurement within a government department and sitting on the Northern Ireland Civil Service e-procurement strategy working group.
Dr Martina Murphy is the Associate Head of School of Architecture and the Built Environment at Ulster University. Her research is focused on innovation in architectural practice, stakeholder engagement and educational pedagogy. As a Chartered Architect, she has 20 years international practice experience working across public and private sectors in the UK, Malta and Hong Kong providing design consultancy, policy advice and support for government agencies. As an academic and educator, she has developed curricula, portfolios, exhibitions and academic papers for professional journals, funding bodies and professional agencies.
Ruairi Bradley is a graduate Civil Engineer having worked in industry for RPS Consulting since graduating in 2021. He holds a First Class BEng (Hons) Civil Engineering and MSc in Civil and Infrastructure Engineering from the Faculty of Art, Design and the Built Environment at Ulster University
Associate professor Dr Eng Vencislav Stoyanov is a Leading lecturer at Visshe Stroitelno Uchilishte (VSU) "Lyuben Karavelov", Sofia, Bulgaria since 1998. His Doctorate in organization and management of construction was gained in 2003. He has been a full-time associate professor since 2006 in the specialism MSc construction engineer - designer in industrial and civil construction. He has 42 scientific publications in the field of construction organization and management, including 3 textbooks intended for students.
