Abstract

This scoping paper aims to outline the provenance, evolution and complexities of ‘community planning’ to provide a basis for its discussion in relationship to community rights in response to a tender invitation issued by Development Trusts NI (July 2020). In scoping out priorities for enhancing community rights, the paper critically reflects on community planning legislation, processes, plans and performance to frame debate on possible ways to enhance the rights of citizens and communities in shaping services in Northern Ireland. The paper discussions community planning (across Northern Ireland, Scotland and Ireland) in terms of public interest and social well-being, alongside openness and transparency, and trust and power relationships in decision-making.
