This paper presents a novel model for traffic modeling on a network that seeks to encapsulate flow along network arcs using only arc inflow and outflow as key model variables. The model forms an alternative to more traditionally used volume dependent trip time models (as investigated by Carey and McCartney (2002,2003)) and automatically satisfies certain qualities that are generally considered important within the traffic modeling research community. The investigation of our model by other researchers in the field formed part of an EPSRC-funded workshop at Queen's University Belfast in September 2004.
