The Resilience Beyond Observed Capabilities (RBOC) network+ will explore solutions, design capabilities, and develop an understanding of systems impacts that may help shape the design of future capabilities and risk-lowering approaches. It is based on a detailed scenario that imagines a coordinated, sophisticated and catastrophic hybrid cyber-attack on Greater Manchester on 11 January 2051. Although the attack is not claimed, UK government investigators attribute the attack to the successor state of an historic hostile state which is seeking to recreate the political leverage it lost when the West ended its dependence on the hostile state’s gas supplies.
