•Examine and identify the PSNI’s current processes and information collected for Community Background Monitoring data on the Use of Police powers in relation to:
oArrests;
oStop and Search;
oStrip Searches;
oSpit and Bite Guards;
•Examine if this data varies significantly within each Use of Power;
•Examine and consider the progress made to date on the recommendations made by the Board’s Human Rights Advisor in recent annual reports in relation to the collection of Community Background data;
•Examine and consider the recent findings of the Independent Reviewer of JSA in relation to Community Background Monitoring as set out in his 2023/24 Report;
•Examine and consider the current policy and practices of the PSNI in relation to collecting community background monitoring data for these Use of Powers;
•Examine how and what data other Police Services collect on their use of powers in other areas within the UK and Ireland and identify good practice;
•Identify issues and barriers to the collection of Community Background Monitoring Data; and
•Identify recommendations that will assist the PSNI to improve on the collection of this data in the future.
